Abstract
The public administration is a system that seeks the common good and achieve a positive change in the public sector, for this reason the main objective of this article is to present a standardized proposal for a structure to formulate internal directives in the public administration, which regulates technical and regulatory aspects of the entities. For this purpose, a methodical review of the literature that includes the regulatory framework of the modernization of public management and the quality management literature was developed. As a result, a scheme that contains the title page, index and 12 items is proposed.
